PARTICIPATION CITIZEN AND PLANNING: CITIZEN UNCONFORMITY IN AIPE, HUILA, COLOMBIA

Unconformity and distrust are the results of sociopolitical attempt aimed to socially economically evolve under Top-Down system, finding that “there is no hell like a small town,” Colombian expression meaning despite size social group, its problems could be as big those metropolis. Aipe one Huila’s municipalities benefited from oil bonanza, inversely proportional social, economic, environmental bonanza bounty, produced amid context political governance detriment public treasury. This article shows on relationship between citizen participation state planning processes in Aipe, which incoherent, dysfunctional, inadequate for Aipe’s society, breeds climate nonconformity towards authorities instances. Nonetheless, hope prosperous municipality persists because community experiences motivate them know empower their territory.
